Historical roots. The term "rais" was used in the history of Tatarstan. For example, Sakhib-Girey Said-Galiev, one of the creators of Soviet Tatarstan and the first chairman of the republic's Council of People's Commissars, was referred to as the "chairman (rais) of the Republic of Tatarstan." His successor as chairman of the Council of People's Commissars of the TASSR, Kashshaf Mukhtarov, was also officially called rais.
